Selected arrow, flipped, distorted, resized, erased unwanted parts until got the final form and after painted of black.

Selected and cut the original roadsign; copied to another layer; copied and pasted part of the image to hide the blank.

Took the original roadsign, made a circle, filled of white and outside with the original red color. Positioned on the top of the post.

Duplicated the roadsign and made one more of it, positioning just under.

Put the arrow on the roadsign.
