Sencond layer, and create the shape with pen tool.

Added skin color to legs, arms and used the source image to the dress

I did some color brushes and blended to look like hair... Smudge tool at 85%

Dodge and burn on the skin...

I used the source again to create a few floating balls on her hand.. then a circle to recreate a bubble..

Background and added some texture with a soft brush ( I did this for the red background too )

White soft brushes around her, and did a zoom blurr to the layer to recreate the effect around her. swirl on her legs was with the pen tool, stroke path, and bevel n emboss with glow effect.
