Starting with the source image, carefully select out the silhouette, this is the main part of your finished image

Make two copies of the silhouette, With the first one, fill with white. Type out a block of text in a font of your choice, My text was the lyrics of Save the Last Dance For Me. I used white as my text color. Clip the text inside the Silhouette and apply a drop shadow and inner shadow to give an embossed look on both. I also accented a couple of lines in red and changed to a different font once I had the clipping mask in place.

Your second silhouette copy will be used for your shadow. Fill with black and apply a Gaussian blur to soften edges. Lower opacity to give it transparency and place behind your main silhouette and size it up a bit.

To create your background use a black and gray gradient and fill.

A floor tile can be made using a preset shape and repeating to fill the lower half of your canvas. Once you have this done, use transform, perspective to make it recede in the back.

Add another layer and select out your floor, on the new layer use foreground to transparent to darken the back of the floor giving it depth.

For the dancer's reflection in the floor, make a copy of your main dancers and flip vertical. Position it below the dancers feet and add a layer mask. Using foreground to transparent fade out the reflection and lower opacity.

Position things the way it looks pleasing to you and merge. The final step is to use lighting effects to add a spotlight effect. I used the settings below.
