Transformed the pattern to reduce its' size to 25% of the original. Duplicate the layer, flip vertical, merge down, duplicate the layer again and flip horizontal to arrive at the starting pattern.

I desaturated and embossed the pattern and cut out a section that I liked. There are some smudged areas near the edges that I somehow created here, but I decided they weren't important because most of the edges are going to be masked out.

I set the pattern to soft light blending and began piecing the pattern together on her face, beginning with the center and working outwards. Just duplicate the pattern, move it into a position that has a section that looks like it fits and mask out the unwanted portions until her whole face is covered. Once the mask was constructed, I used the original photo of the girl to create a displacement map, which I then applied to the pattern mask. After that, I duplicated the neck area and dropped the brightness to 0 to darken it and draw attention away from it. A few adjustments with Brightness\Contrast for the mask and its' done.
