From the source image take part of the background and using the pattern maker, create a full sheet of pebbles/stone...

Using reference, cut the sheet you have created, to make the background of the final image...

Add the "steps" of the image, by copying and pasting-transform into place.

From source pic, add sections to image...

sections used - transformed to create the hood- garment background...etc ;)

Now just begin to build using the reference image to guide you.

Add shadows to background wall to create depth.

Add inside armour..

Draw the hands/arms by using basic brushes, and smudge to get right result...
then add a colour tint to change colour to a skin colour tone.

Copy/paste final image and set layer to a 15% soft light...to make the image look more vibrant :D
