use polygonal lasso to create create outline for shadows, fill in with gray then set layer mode to 'multiply'

use marquee tool to to create elements for fence, fill....then copy and paste several times to assemble a fence
step 6 of 6
copy and paste a cloud then free transform and touch up with eraser tool, merge layers then adjust brightness and contrast.
