Start to build the horse.
Make new layer on top of your reference layer.

Make the leg, using the "neck" part from source. Warp into place.

Using smudge tool with a soft brush, smudge parts of leg to create more realistic "horse" leg.

Warp other leg and smudge the same way.

Create the neck of the horse (well the Pegasus ;)

Using the top fluffy part of the peacock, make the tail and the mane.

Duplicate and warp..

Create front leg in the same way as the other leg.

Smudge part taken from source picture; to create horse face.

Add texture to the face and shadows using burn and smudge to get right tones.

Create wing, by individually warping the part from the source pic , the "peacock feather"
Duplicate and build the wing using the reference.

Horse ready to get shaded...

On a new document, bring in your horse (layers grouped so you can work on the shading)
Create render clouds for background.

Paint in some clouds using a soft brush.

Add the Pegasus.

Add sahding..on a new layer, select the pegasus and fill the blank layer with black... set layer to 50% opacity and to overlay.
Put this layer in front of the pegasus.
Do the same with a layer filled with white, at 60% opacity and screen, put this layer behind the pegasus to simulate the effect when light hits from the back(like a glow)
