Not in the order I did it, because I do not go in a straight step-by-step way. This is the order of my layers though, starting with the background.

Shows that I drew some clouds and used gausian blur and motion blur on them.

The beach was just a filled area with texture added. The dark part is the shadow for my creature. Made a marching ants outline of completed creature, then clicked on sand layer, fethered the ants a few pixels and then used the brightness contrast tool to darken the area.

Used original foot and made copy and flipped it to make the feet. Just used soft brush to mask to the way I thought looked ok, then used burn and dodge to help.

masked out the head of the turtle to use just that foot, to turn it into arm. Just used free transform and warp to get the general shape, then masked around the edges until I got what I thought was ok.

duplicated the previous arm and flipped it. used clone tool to get rid of marks so that looked different from the other arm, and used some burn and dodge because the lighting needed to be different.

The eye. Just started with an off-white rectangle, then used a couple different sized circles to get a basic eye. Then went crazy with a few colors to give some life to the iris, used gausian blur too, but still not the best job, I guess. drew in the bloodshot lines.

For main armor, cut out the turtle shell and then cut out the holes in it. Duplicated a portion of the bottom left and flipped it for the right (there was a leg and shadow there). Played with levels and brightness/contrast to get it to look pretty close to matching the right side.

For this and step 10, I just drew off-white hon shapes. Used burn tool on the left side of them , but that came out to red, so used a yellow color to go over them, and it came out looking good to me. for the shadows, I used the same method that I used for the whole body shadow. Just used it on the turtle shell rather than sand.

For the hair, I just used many different brushes starting with light green and going up through dark green, mixing brushes back and forth, and relying mainly on pressure sensitivity. Then I did the smae shadow technique with the hair layer onto the shell.

Used burn tol on the upper and right area of the eye. Made a merged layer of all the creature parts. Played with brightness/contrast a little. Added a small unsharp mask, and finished off with small amount of photo filter. That's all folks.
