Start cutting out all of the pine cones. I mostly use the eraser tool if the background is complicated.

Create and underwater scene. There are many tutorials for this. I used one by Ponti55 on PXLeyes. Thanks Ponti55.

I cloned in plants using the source and also painted some in on different layers adjusting the guassian blur on each layer to create some depth.
step 5 of 6
Added detail to fish. Paint in eyes, blur edges and tails. Add shadows. The hardest step.
step 6 of 6
I threw another fish in the background,resized and blurred. Added bubbles with a bubble brush. Thanks for looking.
