Find the most contrast channel, right click on it and choose duplicate channel to a new document.

Apply Gaussian blur to lower the sharp detail.

Add your design or text on a new layer.

Apply the displacement map. Play with settings in the displace palette. Then load your psd file as your displacement file.

Change blending mode of your design layer to overlay or multiply.
