To create the mood i add various different adjustments layers. I've taken three screenshots of the process. In this one i used gradient maps and different blend modes to try and give the sky more contrast while attempting to match colours together. The shadows on the ground got a bit too dark after this step, so i used a layer mask to hide that region, preserving the brightness.

Using colour fills set to "colour" or "soft light" as well as some more gradient maps i gave the image a different tone. This helped to match colour values, but in the end i wanted something with a more fresh, colder atmosphere.

Atmosphere was changed using Colour Balance adjustment layers, among others. Lights added near the centre by painting with white and changing the blend mode to "soft light"
