Create duplicate layer of original image
Use the pen tool to create a selection around the blue dolphin.
Inverse the selection. Select > Inverse
Delete background.
Duplicate this layer.
Now use Edit > Transform >Warp
To change the shape of your second dolphin. Resize the second dolphin so it looks like the young dolphin.

Create a new layer under the dolphin layers and apply a gradient to it.

Make a new layer and select about half of the screen and add a Filter > Render > Clouds
Deselect

And add a Filter > Artistic > Plastic Wrap

Next Filter > Render > Lighting Effects
Change type to omni and play with the settings.

Re scale the layer until it looks like water at the top and change the blend mode to Linear Dodge

Add a new layer and add Filter > Render > Clouds

Now go to Image > Adjustments > Threshold
Default settings should be OK.

Deselect the layer.
Go to Filter > Blur > Radial Blur
Change the settings to Zoom and the amount to 100.
Click on the zoom thumbnail, and move the center to the top middle.

Change the blending mode to Color Dodge

Duplicate the top water/Sea layer, then Edit > Transform > Flip Vertical.
Move this layer to the bottom of the scene and change the Layer Blending Mode to Overlay.

Create a new layer at the top of your layers pallet.
And Fill with a nice sea color. I used #09364d.

Change the fill amount to about 30% and change the Blending Mode to Overlay.
Here is the final image.
