Made the basic shape of the face using the pen tool

Made the eyes using spheres.
The eyebrows were made using the pen tool and then with the smudge tool to give it the right shape.
The details in the face were made using the dodge tool

Added some details in the face then made the mouth using the pen tool and added details with the dodge and smudge tool.
The tooth were made using the shapes in the shape tool and then added details using a black brush and reducing the opacity and the flew.

The hair was made using the same technique.

The Same for the rest of the body.

Background added and changed the saturation of the image

For the Background, used motion Blur and colorized all the image.
Finally in the last step I've added the shadow adjusted the colors and made the background brighter.
