I used a Photo of myself that I had from a college project and cut me out and added it to the picture.

I used a brush I had made previously to make the rain.

I then made that layer black and white.

To make the mist I added a Hue/Saturation adjustment layer Change the settings to Hue: 0%, Saturation: -100%, Lightness: 100% to create a white layer.

I selected the Gradient tool. Made sure that I had the Foreground to Background gradient selected, and that Linear Gradient was also selected. I selected the Layer Mask thumbnail in the Layers palette, then clicked and drag from the bottom of the image to the top. so the misty look went from top to bottom.

I then Added a new layer between the Background layer and the Hue/Saturation layer. I used the Rectangular Marquee tool and set Feather to something 30 pixels. I selected a bit in the middle of the image. I selected Filter > Render > Clouds to fill the selection with clouds. I selected the Blending Options for this layer. In the 'Blend If:' section of the Blending Options dialog box I Alt+click the little black stop at the left end of the bar.

finaly I made the last layer 1000% wider to give it a more realistic look.
