just use your burn tool to make the place darker then get a template of a car and paint it anywhere you like. after that draw windows using the line tool in photoshop. after that paint the part that you want the road at black then use the noise effect to make it look like tar. then erase any unwanted parts. to make your people use a photoshop brush called "people"
