copied parts of the "hair ends" and added them to the rest of the image

removed unwanted parts of the second source using clone brush and some smudging

merged both sources and used 1px smudge brush to make fine hairs around face

linked both layers, cut out using pen tool

new background layer used radial gradient fill

on a new layer used large soft brush with several bright colors on low opacity

another new layer, large fuzzball brush twice on 70% opacity

Duplicated entire image, flattened and then used radial blur on zoom setting

dragged the blured layer back to my original image and set it to overlay

to make it that much more vivid and bright I duplicated the same layer 2 more times still set to overlay.... finished with a transparent black frame
