Make the background. Set it on Red Color Overlay then apply Motion Blur that is set to 45 degree angle. Set the Blend Mode to Linear Burn and adjust the opacity to 15%.

The Sphere. Using the Elliptical Marquee Tool, Cut Out the Image Source and make 3 copy layers. Layer 1 (bottom most layer) should be filtered with Gaussian Blur, then apply Red Inner Glow, Set the Blend Mode to Screen, and Opacity to 75%. Layer 2 (mid layer) should be left as it is...
Layer 3 (topmost layer) - apply Liquify tool and shape out the Garuda in it. Then Set it to Red Color Overlay, Blend Mode is Color Burn with an opacity of 35%. Then Make sure all the layers are visible. Combined with background, The Garuda Fireball is now ready to blast off!

This is how the image will look like without the Layer 3 or the Top Most Layer.
