Start by creating a radial gradient background with any colors you like.

On a new layer, create a triangle shape and anchor its center at the center of your picture. Then, transform/rotate/copy the image so that it fans out like this. (Hold the SHIFT key down makes in go in specific increments, so you end up where you started)

For this layer, choose a layer blending mode and opacity that gives you a result you like.
Lower the transparency of the drop layer so that you can see through it a bit. Then, Edit>Free Transform to scale and place it where you like it. In this case, I had to paste the image in twice to cover the entire bottle. Then create a layer mask so that the drops outside the bottle disappear. To do this, control click the bottle layer. This will select the bottle. Then, with drop layer selected, click the layer mask icon.

Then, try a few different layer styles to see what looks the most realistic. I used Vivid Light, based on my source photo. Then I reduced the opacity to about 50%.Here is the result of the the masks and adjustments.

Add some fun text, with various layer styles and fonts.
The Japanese characters are brushes from link below.
Add some shadows under your elements, once you place them permanently. I used a soft, round brush with black, and then dropped the opacity to about 30-40%.

Lastly, I added a little sunburst (custom shape) with more ill-translated text and a couple of flags, indicating that this is a new product in the West.
