created black background, then dotted with 30% opacity large brush with multiple colors.

Copied candle to my image from source

used liquefy to make the source image match curves of reference face

cut dripped wax from source image, and used for hair (using liquefy, and large soft eraser as necessary)
step 7 of 9
created facial features coping the source image, and using bevel and emboss, as well as drawing with my mouse.
step 8 of 9
copied candle holder from source image and used clone stamp to fix any areas that were needed.
step 9 of 9
used liquefy to get curve on facial features, added flame, and put small flame behind with outer glow to give glow effect.
