Started by cutting it out.

Made a selection around the girl, rendered fibers and used motion blur to make the stripes.

applied a gradient overlay to it with rainbow colors.

Duplicated the girl layer and used motion blur on it. Then i painted a dark red silhouette around her .

Then I created a new layer rendered clouds and set the layer option to overlay. Then I created a new layer group with the option set to Color Dodge. I painted a white halo around her and blurred it a bit.

Then i played a bit with the brush settings until i could make the different dots around the girl. Then i just used a normal brush and the blur filter to create the extra effects. At last I added the text.
