Duplicated background in new layer and used Gaussian blur. Transparency of the layer set to 64%.

Cut pasted parts of the image to create the goblin.

Liquify, dodge and burn.
step 4 of 5
Modified the colours, dodge and burn again to create the facial features.
step 5 of 5
For the sphere I used the same part as in the face. Dodge and outer glow.
