Create hair. Drawn with a brush I created - brush is basically set on fade. I use the brush for both drawing the finer hairs and smudge over top of a base of blurred colour streaks of what I want. Draw, smudge, draw, smudge until it comes out right.

Create the background. I merged 2 cloud images to get the depth I wanted and the rainbow. This is the fluffy cloud.

This is the second cloud image. I used this one to get some depth and for the rainbow. I warped it to get the right curve in the arc that I wanted for the final composition.

More curving and cutting and pasting the rainbow to get the full sweep that I wanted. Lots of blending with layer masks.

Now for the wings. Cut them all from one image of a seagull.

Manipulated wings to get the first wing base for all the variations of shape I would need for the final motion trail.

More manipulating and puppet warping to get shape. Added layers of colour to match skin on the back of the model. Also desaturated her a little.

Complete wings. I used both wings for either side of the model so would have the correct aspect. You see the inside of the farther wing and the outside of the closer wing.

Blended the wings to the body. Used smudge tool to create connections. Set on a high opacity (about 80 to 90%) for the initial tendons and then on medium opacity for the blending (50-60%). Also painted colour with the brush on a medium opacity.

Lengthened skirt with warp tool. Wasn't too fussy as it was going to have to be adjusted but wanted it more sweeping.

Adjusted back wing and added a level adjustment layer to get it darker as it was the inside of the wing.

Each layer of wings was changed to give the impression that the wings were moving. This was done mostly with the warp tool but did use Puppet warp as well. Back was adjusted on each one where it met the models back.

Brought in background, duplicated the model for each grouping of wings. Rotated each Angel layer to get the arc that would compliment the curve of the Rainbow

Each group of wings was motion blurred individually to get the correct angle. Motion blur was set very high (600). I then faded the filter (Cnt+Shft+F or Edit>Fade). Fading was done in decreasing amounts. Then each layer opacity was adjusted also to decreasing settings. The lowest was 40% with the upper most Angel being 100%.

I used a lot of masking for the final look. Even after all the changes in opacity I still wanted to correct how strong the layers showed. These are some of the layer masks that I used.
