I distorted the nose, then reattached the lower jaw, smudging to blend the two pieces.

Taking pieces from the source, I created dragon.

I wanted the tower on the other side, so I used the pen tool to cut that part of the pic off and moved it over, blending the sky. I made the city darker by adjusting the levels. I used a layer mask to create the wall and ledge.

I adjusted the levels on the assembled pieces, making them darker.

I wanted to make it look more weather beaten, so I used Layer> Layer Style> Color Overlay and Pattern Overlay.

I used a layer mask to remove the sky from the city, then used levels to darken it and Filter> Blur> Lens Blur. I lined up the darkened city with the lighter city, then used a large, soft brush to make clouds on the lighter version.
1. Black and white gradient layer.
2. Filter> Render> Difference Clouds
3. Invert and adjust levels. Middle slider to the right.
4. Pen tool to capture the bits you want, soft eraser to clean it up, build the bolt and set the blending mode to screen.

I warped the splash to fit and inverted the waterfall, warping it to fit. For both, I made copies and set the blend mode to soft light.

I added water splashes and drips using the wonderful brushes from Design Reflexion. Finished it off with some larger rain drops in front of everything.
