Warp and clone stamp to get rid of features.
I know the clone stamp looks really bad, but I cover it all later anyway.

Select parrot feathers and put them onto face, warp around and used eraser with a speckled brush around edges.

Keep layering all the way around

Clone stamp smaller feathers for face.

Add beak, transform/perspective.

Smaller details. Shadow under chin, darken around eyes, skin around beak.
Background is two layers of render/clouds set to vivid light.

I found a nice bald parrot photo and I took his body and pasted it over the girl.

I shaped the birds body to match the lines of her neck and shaded it under the girls chin and down the side.

I used a brush for the eyelashes because I fail at drawing eyelashes. Don't hold that against me, my hand just shakes too much for eyelashes.

I adjusted hue/sat bright&contrast on the background, duplicate>overlay>lower opacity to about 35%

Nice guide, i didn't get why you had to clone her over, only to keep her eyes , but I know the process of creation is not linear
