Crop out the background of the staircase layer.

Create new layer and paint cropped area black.
Add noise at Gaussian, Monochromatic, 110%.
Apply BLUR MORE, twice.
Use levels to get rid of the excessive white to create a starry background.

Download Space brushes from deviant-art, and create a galaxy in the background (color, shape and size of your choice).

Create the planet and add any filters to it as desired, mine looks like this.. (do not worry about the oval shape on mine becuase it will be changed later..

Using a white brush create a jet stream looking image coming from both sides of the planet. Use radial blur to make it look better, also use any other filters you feel necessary.

To colorize the jet stream you need to create new layer and set that to Color Burn and use any colors you like to colorize it. Also use Dodge tool and Burn tool to add glow effect if necessary.

To colorize the snow (give it the effect that the jet stream is emitting light on to the snow) hold COMMAND or CTRL and click the layer of the staircase to highlight it... create a new layer and set the blend mode to DARKER COLOR... color with whatever color you feel is necessary the snow parts. Change the opacity of that layer to about 30% afterwords so that the paint is transparent and you can see the snow.

If you like add a moon to the picture. (This time make sure you have the gaussian blur effect becuase there is no jet stream coming out to illuminate the whole planet.)
Dont forget to add glowing effect to it so that it looks like the jet stream is colorizing the glow.!
