Masked the baby out.

Placed the masked hat on head. Used Transformation Tool to adjust it properly.

Masked half side of the Hat, and then used few brush in Mask Layer to give the details of tore appart Hat.

Used the Model hair for Hitler's :P
Worked with two layers to properly adjust the two part of hairs :)

Used Masking and brush to merge two hair sides.

Used Blur tool to soften the edges of hairs. Few more brush and mask work to give hairs the proper look.

With the help of Pen tool drawn the Dark line for Chaplin's eye. Then duplicating and giving Soft Light layer style. Masked out few unwanted edges.

For Eye Brows, First drawn a black Brush stroke with Pen Tool. Then trimmed it for a bushy effect. Duplicated it and filled with gray color. Then used Mask and brush stroke to give spreading hair effect. Done few opacity tweaks.

For Mustache....Used Mustache Brush...but also added few tweaks, same as for Eye Brow above.

For Chaplin's hair... used the male model hair. Masked it to fit.

Added Wall and Plank. Used Masking for Plank.

Gave wall a dark shade with lighting effects. Used Curves Adjustment layer and its mask for random light bounce. Also gave a slight Gaussian Blur to it.

Applied Shadows Below Hat and mustache, also over table and baby's below part. Gave a Curves Adjustment layer to Baby.

For the final touch...applied a Hue&saturation and Curves Adjustment layer.
