cutting out and adjusting the contrast, brightness, colors etc..

Make a layer mask and paint with the pixels you have created over the face to show just the parts you paint over.
(use a low oppasity)

Duplicate the layer and repeat the same step but with smaller pixels now.

Repeat the same step, then take care of the mouth and the eyes (they should be whole visible).

Repeat the same step but now with purple pixels painted over the original pixels. (To give it some more contrast)

Repeating the step again but don't use the blocks now but make your own by using the selection tool and then fill. (In the layer mask)

Now make a new layer (again) and start painting purple, blue, white and black blocks for a better contrast effect and for the hair effect.

Make a new layer (again) and start painting little white squares with different oppasities and different sizes.

Keep drawing and ereasing squares until you are happy with the result. Also try to make everything blend with eachother. Also keep duplicating and chance the blend modes until you like it! Also try to use different filters and make it sharper etc..
Well this was the tutorial in a very short way of telling. (I was busy with this project for over a week, but I didn't had much time)
Anyway I learned it from a photshop magazine!
