Paint the background orange

add yellowish sunrays with polygonal marquee tool or pen tool.

create a black island shape.

add trees with pen tool.

add grass and shrub-age to the island with standard photoshop brushes in high zoom

Add roots to the bottom and any other accessories at the top using standard brushes.

Add clouds to the bottom using the circle marquee tool and paint bucket tool to color them in. size it accordingly. in the end add drop shadow to give depth.

Create a sun using circle marquee tool, gaussian blur it and post it onto the origin of the rays. place it behind the island. After the sun create (on a new layer) Circles and use 3 colors and vary tthe colors for ever circle. After this create arrows using brush tool and pen tool and make them the same colors as the original circles. Add any other accessories if necessary.

Create arrows and stars and stripes in open space if you wish to do so. Do this by using the star brush tool that photoshop comes with and custom downloaded brushes to create the arrows. Use blending options if necessary.
