I'm sure there are many ways to create this look, a good friend of mine showed me how to do this some time ago. I hope you like it.

We now need to desaturate the image, so go to Image, adjustments, desaturate.
Hot key Shift+Ctrl+ u

We now need to adjust the Levels to get the look we are after, so go to Image, Adjustments, Levels.
Or shortcut Ctrl+l
You can see my settings below, but every image will be different, just play around until your happy

Now do the same to your other images you want in the scene...

Now for the rain bit, this is always tricky to get right so play around until your happy.
Make a new layer (top of stack) and fill with 50% grey.
Then go to Filter-Noise-Add noise and wack it up to 400%
Distribution - Gaussian
Check - Monochromatic

Now go to Filter-Blur-Motion Blur. Angle 90 and a high distance, play around to see what works for you, i find it has to be quite high...apply this filter a few times to get straight lines.

Now set the blend mode for this layer to Vivid Light and call up the Levels pallete (ctrl+l) play with the sliders to get the effect you desire.

Thats it. Make another 'rain' layer if you wish and change the direction (angle).
I have added a Hue-Sat Adjustment Layer to introduce some colour.
Go to Layer-New Adjustment Layer-Hue/saturation
Name it what you like and click ok.
Check 'colourize' box and play with settings to the look you want.
