For most all the shapes, I used polygonal lasso tool and then paint bucket fill tool, then I used liquefy to shape them and smooth out the edges. That's how I pretty much made everything.

At times I used the pencil tool to draw out lines for certain features but then used liquefy to make the lines finer and straiter.

I continued adding new laters for eyes, face, mouth, the king's crown, etc. repeating the same steps with the previous steps.
