First I made the basic shape, this is just 2 cylinders sized and shaped by eye.

Next I created a spline to make one of the kites segments, I made it editable and used the knife tool to slice to a triangle shape and then delete what I didnt want

I then duplicated the same object 4 times and rotated to the positions they would end up in

This stage was just after using the brush tool to adjust the cloth materials to make them more pulled out as if being blown by the wind.

Now i added some textures to the objects, simple wood from the databse for the cylinders and those are actually carpet materials for the cloth

Drew a b-spline for the string

Added a sweep nurbs with a small circle to the bspline and then tried out a render to check it out.

Made the tassles in the same way as I made the string and then created a small spline and duplicated it along the splines for the tassels

Started preparing the viewing angel for the render

Added a sky object and changed the settings just using presets until I got what looked like it would be a sunny and windy day for kite flying.

Made the setup for the render, added a sun object with area shadows

Decided it didnt look righht case the string holding the kite was too loose so I got rid of it and created a simple long cylinder instead to replicate the string. This is the viewing angle for the final render also.
