The board was duplicated , overlapped, and merged here with some clone blending.

I applied a cylindrical gradient layer to the board to round it, them duplicated.

Transform>Distort to form the cone. Made an oval mask to airbrush the interior.

I didn't save the fish construction steps. This is the start. The fins were done with pieces of the tail. The eye was done with a round marquee, and a series of select>modify>contract with brush fills. I also added a subtle plastic wrap effect to them. Dodge & mostly burn were used too.

The final steps were a combination of warping and resizing fish, burning and adding blur where necessary. The red weeds were made from stretching a fish longways REALLY long, then warping & recoloring
