Shrink, duplicate and rotate

Duplicate and enlarge twice more

Start to adjust hues on each layer

Duplicate inner circle and apply radial zoom blur. Do this for other circles as well.

Applied outer glow to various circles, duplicated layers, Used circle tool and feathering on blur layers.
