Create a Gradient Map (Image>Adjustments>GradientMap...)
I used my own custom gradient of Purple, Orange and White.

Step 3:
The gradient map looks a bit dull and flat on it's own, so lets give it a boost with a vignette.
Take a new layer and create a new custom gradient. This time I chose a nice dark inky blue fading away to no colour.

I used the radial gradient (in reverse) so that only the outer edges would be affected by the colour.
Once the gradient was in place I changed the layer style to "Overlay" and took the opacity down to around 80%. (Think it was something random like 82%).

Step 5:
Time for some big cute kitty eyes.
Take a new layer and choose a colour for the eyes. I chose a lovely Turquoise. Use the Brush tool with the Hardness at about 25-30% and place one big dot over each eye.
Use the eraser tool with a slightly softened edge to erase any of the blue that overlaps onto the fur.
Then change the layer style to "Overlay".

Step 6:
Finally adjust the eye colour ever so slightly using Hue/Saturation editor (Image>Adjustments>Hue/Saturation).
