The first thing I did was to take the photo of the cat into the Filter Gallery and apply the Cutout filter. I adjusted the levels until I was happy with the look.

I then made the image Desaturated the image using Channel Mixer.

I then used a Brush with a fairly hard edge (about 85%) to fill in the background colour.
(I know there are a million other ways to do this but I like the rough painty effect that doing it meticulously by hand gives me!)

Next I used a Gradient Map on the cat layer below and chose some colours to apply. (There wasn't much thought behind this, just whatever looked pretty.)

I wanted to change the colour of the eyes, so I cut out 2 eyes from a lower layer and pasted them above the gradient map layer.
I cut them out really roughly and used the eraser to get rid of the excess around the eyes.

I then painted a colour on a separate above this, and changed the layer style to Overlay.
I then used the Hue/Saturation sliders to get the colour I wanted for the eyes.

I then needed to create the same effect in various other colours, so for the background and eyes I simply used the Replace Colour tool.
For the cat's fur, I created a brand new gradient map for each one so that I could play around with the colours to my heart's desire.

Once I had all my litter of colourful kitties ready I just flipped a couple of them around and positioned them all together.
