After adjusting the levels, stains and uneven coloring of the dots was visible, so I desaturated the image to remove all color, and then lowered the contrast to eliminate the darker stains.

The dots were now too dim, so I increased the contrast, and then sampled the most visible dots and painted in the dimmer dots with a small round brush.

I then gave the dotted fabric a blue tint with Hue and Saturation.

The floor element was tinted with a brown layer set to Overlay, and then cooled with a Cooling Filter Layer to make it blend better with the overall blue color scheme.

I duplicated the floor element and stacked it vertically to make a larger rectangle.
The rectangle was rotated 45 degrees, and vertical slices were then made to provide the parquet effect for the floor.

The vertical strips were then duplicated, flipped, and reversed, and joined together to make the parquet effect.

Once a large enough parquet area was created, the floor was cropped into a rectangle shape, which was then skewed to be the floor.

The now blue dotted fabric was saved as a pattern, and two layers were filled with the pattern and skewed to form the walls.
The tinted furniture was placed, and the "accent" pieces (the rug, vase, and ivy) were added to the image.
The sign was created with the type tool on a white layer with a canvas texture filter applied, and the frame then placed over it.
Slight shadows were painted under the armoire, end table, and chair skirt.
