I removed the stones using the clone tool, then applied the effect of a whirlpool with Twril (Distortion effects)

Increased the Sky (Free Transform) darkens the picture (Levels) and worked in color (Hue Saturation)

I cut out the stone from the water, duplicated and inverted, and then used the Warp and Luiquify to get a result that pleased me, I used the burn and dodge tool to add realism in the monster

with the selection tool and the hue saturation I changed the colors of the monster, duplicated and inverted three times, and used liquify to make a different. This I did with the lights brushes then used motion blur and liquify to make wavy.

Put it together and started working with the lights and shadows using the Burn and Dodge tool

To create this rain is simple, Apply Texture / Grain + desaturate, then use the Levels and reduce the amount of white dots, let alone some, and finally apply Motion Blur ...... then you're just putting this result into Screen
