First I rendered the image of Hitlers head and sized it over the source image.

duplicated the face image applied a filter, then inverted the color, and also used a blend mode on this layer.

similar to last step, just on the hair portion.

similar edit here, I selected some of the facial features to lighten the overall look and color.
step 5 of 6
added some shadows via brush tool and burn tool, on multiple layers.
step 6 of 6
added a background, lowered the fill to 20%, and later added another layer with some brush strokes and a blend mode for final touches.
