Pencils are liquify warped here. The design started here will become the container for the flowers.

After liquify step, the image is duplicated then flipped horizontally ready to merge into a single image.

The merged image is now rotated to horizontal position then polar coordinate swirls it.

Polar coordinate step is repeated again.

Background is started using liquify warp again, then duplicated.

After liquify the shape is duplicated, flipped, and merged together to form a flower like shape.

The flower shape is stretched up and down to a narrow strip, duplicated, flipped, and merged with 1st piece. This is down until enough strips fill up the canvas. All are merged.

Now a gradient layer is added and reduced in opacity until background shows through.

Container shape is trimmed using the eraser tool and placed into image on layer over the background. Strips of the elongated pencils are added for the spikey fill. Later these will be slightly curved with the liquify warp tool. Some will be lightened and slightly colored changed.

Now flower petals are designed from the blue pencil. Using the duplicate and rotate tools, they will be formed into a flower. Center is made with brush tool, then spattered with soft airbrush set at dissolve. Lights and darks will be added using burn and dodge tools.

Here the flowers are being added. I try to use odd number amounts of each flower color, design.

Here some rose bud shapes have been added using the same petals. Changed to different colors using hue/saturation tool, they are placed throughout the arrangement to balance each other. Some curve has been added to the line material with liquify warp tool.

Finally, a render/soft light has been added , and a little burning at top corners.
