in order to create the tentacle look like thing, firstly set the foreground color e1ab29 and the background 857011,...and then go to brush presets to follow the settings as shown :

remember to always give tries the fade control with various number like 25- 150 and change the size of the brush accordingly...

after creating the "tentacle", go to filter > render> lighting effect as shown :
