Place the Background image on a blank canvas

Import the source image.
Draw a rectangular section toward the bottom third of the source image.
Use transform selection and use the prespect option to change the shape of the selection.
Create a layer mask based on this selection
Add a inside stroke to create white border.

Next chop the quad and rider out of the source image and place above the previous layer in the stack
This creates the jumping out of the frame effect.
step 4 of 5
Merge the layers together excluding the background
Use free transform and warp to lift the corner of the photo.
Create a new layer below the merged layer and using a soft black brush add a shadow.
step 5 of 5
Repeat the above steps to creat the two additional photos in the background
(I found it necessary to remove the quad and rider from the image prior to doing this)
Use free transform and rotate to angle these photos.
