paste the cloud stock onto photoshop and make a selection of half of it (dividing it vertically) and then paste that selection and transform it (ctrl+t) so that it becomes mirrored. repeat this horizontally to achieve a mirror-esque backroung

using the polygonal lasso tool, crop out a section of the hair and a section of the skirt, a section of her hair, and a section of her wheel rim

layer > new adjustment layer
add some adjustment layers, the settings i used are shown on the right side of the picture.
layer blending mode set to normal, opacity set as follows:
1: 100%
2: 7%
3. 100%
4. 100%
5. 43%

image > apply image
then, using the polygonal lasso tool, cut out sections of the applied image diagonally. copy and paste them on a new layer and move them around. repeat this until you get desired effect

then, on this layer, go to
filter > distort> displace
and select a .psd file to displace with. then, set this layer blending mode to lighten and erase desired parts

(right side)
go through your layers and copy the stone (before all the layer adjustment layers) and copy and paste it ontop of the layer adjustment layers
repeat this step for the background
(border)
select all (ctrl+a)
then, go to edit > stroke
the settings i used were 20px wide white border (#ffffff)

new layer, set this layer blending option to linear dodge.
using low-opacity soft brushes, select a color and click once at desired spot. repeat with different colors until desired effect is achieved
