Twirl tool (image/liquify/twirl) is used on source to change image . This was done without any knowledge of what image might come out of it, but often something is created to build upon. Such was the case here.

From the polar coord. of source, these shapes were created for the mother and child.

Background stained glass design is made with polar coordinate filter and craquelure filter.

The background 'stained glass' is placed on layer behind the mother and child and scaled to fill in entire background. Some cloning had to be done on areas that didn't come quite together when filter was applied.

Some of the black lines have been extended with brush tools after merging layers. The red area of background behind the mother is cloned out.

From colorful background made earlier, liquify warp is moving colors to start a butterfly shape here.

Butterfly further along using liquify warp tool. Smudge tool and brush tools will finish details, then butterfly will be chopped out to use in background.

Now the butterflies have been added, scaled to several sizes. A lens flare has been added behind figures to highlight them, and finally shading around outside edge of image is done with burn tool.
