Traced edges of the light bulb with pen tool, then stroked path with brush having these settings: diameter 30, opacity 0.
Repeted on different layers, with differrent setting of brush, then moved each stroke, few pixels.
To give the effect of glowing, in blending option, i applied Outer Glow and Inner Glow with different colors, and copyed the layer style to all stroked path.

I've done the same like step 1, and the result is this.

I added that thing inside the light bulb, i don't know how to name it, i'm not a good english speaker, sorry, then i applied some gradients and blending modes for these "lights" effects...
