hi guys this is my first tutorial.
and sorry for not being so detailed but its very simple so lets go.

step 1:

select the snow with the magic wand tool then blur it with the blur-> motion blur.
select your preferred angle.

step 2: again magic wand select the house wall and the mountains and then paint it with the color replacement tool.

step3: select the snow with u guessed it, again in the lower part of the picture and use the distort -> twirl effect.

the effects are in the filter menu. on the upper toolbar.
