Using paint program I filled the background with lavender.

Using paint program, I then drew with the paint brush the shape of the face with a pale peach skintone paint. Adding the facial details of eyes with black, lips and cheeks of pink and slight nose and eyebrow details with light brown.

Next I put in the remainder of the basic shapes(balloon, basket, idea bubbles and hair) in the design by outlining them with the paint brush in the desired color and using the fill feature to fill them in. The "idea bubbles" were placed using the spray effect. I then outlined the balloon in purple and added black shading to the bottom of the balloon.
