Background / wall =
Filter>Render>Fibers
then this was treated to the liquefy filter for wood grain texture.
step 2 of 6
Painted in planks and added lighting effects filter.
step 3 of 6
Used shape tool (see link below) and copied the wood texture created using fiber render and liquefy. This layer has emboss layer style applied.

step 4 of 6
Added map backing, some more wood texture created using the a fore mentioned technique.
step 5 of 6
Made picture frame using the rectangle marque tool and my home made wood texture. Added Bevel/Emboss layer style.
step 6 of 6
Shadowed in behind the frame by making a rectangle of black with Gaussian blur applied.
