I darkened the whole scene by changing the Brightness/Contrast and the Levels.

Then I added some Filter > Render > Clouds with the pinkish hue and layer opacity 21%.

I selected the left sock, the only one visible, and made it pink.
step 4 of 4
Finally I made the pink light cloud, using a large brush and lowering the layers opacity. That's all folks!
