Using a disc at the top of the handle added a hair modifier and played with the settings for count, length, thickness, frizz, color, maybe more to get the bristles.

Another cylinder with some poly modeling to create the top clamp thing

Use another cylinder as the base to create a glass, then use this same object to create the water inside by deleting the outside faces and lowering the top and adding a cap

use a random room HDRI on a sky object, this is also the light source with GI on. A rectangle makes up the table it is all placed on.
