With dodge tool I lightened the extra dark areas.

adjust brightness/contrast (threshold)

Start to add color on a separate layer then "multiply" layer
step 4 of 5
merge image, then repeat for skin tone
step 5 of 5
repeat for eyeshadow, this time using a soft brush and blend tool as well as dodge tool to create lighter shade
